Create a window with whole coding or using RAD tool?

Sorry bad English. But I hope, you understand with it. LOL :D

I oftenly find out that the most outstanding software is written in C.

But, I still did'nt know whether they created the window and controls wholly in code(with CreateWindow, etc), or just using RAD tool(like VisualStudio)..

I didn't sure if they use code. Because I think it's very hard..

I also didn't sure if they use Visual Studio, because they will need .NET if so. And, I don't sure if they use another RAD tool..

What do you think?
